Reporting a near miss.

Explaining honestly what happened in a clip.

Leaving the device connected and the camera unobstructed.

Saying when a round cannot be driven in the time allowed.

Raising a fault rather than living with it.

All five are voluntary, and all five are what make the data describe reality.

What spends it

A score published before calibration.

A coaching conversation that turned out to be a disciplinary step.

A cab camera nobody mentioned.

Footage used for something other than the stated purpose.

A near-miss report that lowered someone's score.

Each is individually small. The effect is cumulative and does not return quickly.

How the loss shows up

Near-miss reports fall, which looks like an improvement and is the opposite.

Explanations become minimal: "the traffic stopped", repeated.

Cameras acquire smudges and devices become intermittent, in ways that are hard to attribute and easy to recognise.

And disputes stop, which looks like accuracy and means people have concluded it is not worth it.

The asymmetry

Cooperation is slow to build and fast to lose.

And its loss is invisible in the data, which keeps reporting confidently while describing less and less.

Which is why the reporting and dispute rates matter beyond their administrative purpose: they are the only early indicators available.

What builds it

Closing the loop on every review, including dismissals.

Removing the score event when a manoeuvre was correct, and saying that happens.

Fixing something structural the data found, visibly.

And keeping the stated purpose, which costs nothing until the week someone wants to use it for something else.

The honest tension

Some driving genuinely is dangerous, and the programme must be able to act on it.

But a programme that acts on the individual and never on the round, the vehicle or the rota will be read correctly as one-directional.

Doing both is what makes the first one acceptable.
