What Monitoring Cannot Fix
Problems brought to a driver behaviour programme that no amount of measurement resolves, and what does.

A monitoring system makes a well-designed operation measurable and a badly designed one measurable. It does not change which it is.
A schedule that cannot be driven
A round requiring more time than exists produces speeding and late braking from everyone who drives it.
The system will detect this accurately, every week, forever.
What works: drive the round, time it honestly, and resize it.
Vehicles without safety systems
Emergency braking acts in the second that matters. Coaching acts weeks later.
No programme compensates for a fleet specified without the systems that are now standard.
What works: the next purchase cycle, and the specification written now.
Fatigue built into the rota
Consecutive nights, short turnarounds and backward rotation produce tired drivers regardless of what is measured.
Detection finds fatigue once present, which is late.
What works: shift design, and a right to stop that costs the driver nothing.
Too few drivers
Pressure is the mechanism behind a large share of what these systems detect.
An operation short of people applies that pressure structurally, and coaching individuals about its effects is treating symptoms.
A road layout
A junction that generates events from every driver is a road, not a workforce.
What works: route around it, or raise it with the highway authority, which is slower and occasionally succeeds.
A relationship that has broken down
Where drivers already believe management is against them, a monitoring system confirms it.
Introducing one into that situation accelerates departures and produces obstructed equipment.
What works: fixing the relationship first, which is slower and is the actual prerequisite.
Using this during procurement
For each requirement, ask what would change if the detection were perfect.
Where the answer is "nothing, unless we also resize the rounds or buy different vans", the requirement is an operational decision in disguise.
Taking those out shortens the specification and leaves what monitoring can actually deliver, which is narrower and still worth having.
Check whether it predates the system
The question that identifies a structural cause.
Did this pattern exist before the monitoring was installed?
If the round was always late, the junction always difficult, the rota always tight, the detection has found a fact about the operation.
Coaching individuals about it will continue indefinitely and change nothing, which is the commonest waste in this field.
Follow the difficult record
Use the workflow reference to frame one representative case. The useful evidence is the record created when a value is challenged, corrected, approved and exported.
